Adhere to the Standards for General Foundation approved in June 2008 (Higher Education Council No 13/2008, Ministerial Decision 72/2008)

Align with the Strategic Plan and implement quality assurance schemes in the institution

Create quality assurance awareness among academic and administrative staff

Maintain quality assurance standards among staff and students in the operation of the institution

Assist the institution in Quality Improvement plans by making recommendations

Recommend standards of practice for quality enhancement

Establish sub-committees and working groups to ensure active participation by staff in the audit preparation

Disseminate information regarding QA matters to all staff and students through different modes of communication

Conduct workshops related to QA to update staff

Liaise with the regions in order to maintain uniformity in quality procedures

Ensure the implementation of QA procedures in the institute

Ensure high quality in Foundation Program by incorporating appropriate methods & processes

Develop procedures to promote & support accuracy, excellence and innovation in order to enhance the quality of teaching & learning

Liaise with DGHRD QAS on matters related to QA

Identify QA training needs for staff and liaise with DGHRD QAS to facilitate QA training
-
Establish systems to ensure that quality is maintained & improved
-
Establish & maintain quality assurance programs to promote high practice standards among staff regarding continuous learning & professional development

Develop, update & maintain the processes & any other requirements for improvement of the criteria

Celebrate QA achievements by giving letters of appreciation to teaching and administrative staff & by having social gatherings

Submit an annual report at the end of every academic year

Scope of Activities

Conducts need analysis before planning the staff development activities for the Foundation Programme

Plans staff development activities for the Foundation Programme (FP) based on needs notified by the Head and/or based on a systematic need analysis

Implements the activities
-
Makes necessary arrangements to conduct the staff development activities
-
Evaluates the activities based on the feedback taken from the participants of the staff development activities through Activity/Speaker Evaluation Forms
-
Prepares certificates for the participants of the staff development activities
-
Keeps the record of the staff development activities and attendance in hard & soft copies
-
Keep the record of Omani staff nominated for higher education & training inside/outside Oman
-
Develops the opportunities for the continuous development of the FP staff
-
Sends the FP staff members to attend/participate National/International Conferences and Training Programmes as selected by the In charge
-
Produces an annual report to be submitted to the Head by the end of every academic year

Scope of Activities

Ensure that the Policies & Procedures Version 1 dated June 13, 2009 (based on Karar 167/2008) is strictly adhered to in preparing and conducting formative and summative assessments throughout the MOH Foundation Institutions (Muscat and Regions).
-
Establish professionalism, integrity, and confidentiality in preparation process and conduct of examinations.
-
Maintain incident reports in case of absenteeism, late coming, cheating, and other related incidents.
-
Prepare trimester timetable for mid and final exams specifying deadlines for question papers.
-
Plan examination logistics every trimester.
-
Coordinate with the Heads of Departments to allocate invigilators who will abide by the invigilation policy
-
Recommend Head of Program to nominate moderators for final examination
-
Create and observe the standard format as guidelines for question papers
-
Comply with the standard procedure for photocopying and storage of all examination materials
-
Conduct item analysis in order to provide feedback on examinations
-
Dispatch exam papers to the regions
-
Confer and approve examination results
-
Resolve grade appeal cases through which students may be allowed to review their final examination papers for marking and calculation accuracy

Scope of Activities

Create an instructional plan (course overview) that incorporates the written curriculum for the Foundation Program and all English programs required by other organizations.

Prepare and/or modify course-overviews on yearly basis.

Select materials that align with the planned course.

Review curriculum design and its implementation

Ensure systematic monitoring and review of the academic management of courses, teaching and performance

Review objectives for the Foundation Program and all English programs required by other organizations

Monitor and evaluate student outcomes

Receive feedback for the implemented curriculum by the end of each trimester from both the teaching faculty and the learners.(Muscat and Regions)

Analyze the received feedback and make necessary changes in the course overviews and submit the same to the Head of Department for approval

Document recommendations for action to be taken by the department with copy to the Dean

Develop processes related to all academic courses, including teaching and learning practices to ensure the highest quality possible

Promote and encourage excellence and innovation in teaching to enhance the quality of learning

Align with the Exam Committee in preparing exams so as to ensure the objectives and outcomes are met

Align with the Staff Development Committee to conduct orientation workshops related to curriculum and new resource materials

Scope of Activities

Conduct elections to elect a male and a female student from each group to represent students in the committee.

Plan different activities like National Day, Open Day and excursion for teaching & administrative staff members and students and get them approved by students’ committee

Communicate with other higher educational institutes to exchange views and experiences

Listen to students’ suggestions, share them with the students’ committee, and present them to the in charge/Dean of the FP

Increase and enhance students’ experience in social, cultural, technical and sports activities

Prepare a volunteer list of alumni or the students studying at higher level to help support Foundation students in academics by giving them extra coaching

Issues directives to ensure that the conduct of research is undertaken with professional integrity and in the best of the programme’s interest

Takes decisions on any issues arising from the conduct of research in the programme

Reviews and upgrades the research policies to meet the instructions from Research Council of Oman

Follows the protocol of the DGHR for the submission and approval of research proposals of teaching staff members of the Foundation Programme

Reviews all research proposals submitted to RC and provide feedback on the feasibility of conducting the research for the internal use

Advises on ethical issues in research proposals

Promotes research through conducting research-related activities in collaboration with the Staff Development Committee of the Foundation Programme

Coordinates and leads research endeavors in research areas related to teaching and learning proposed by the teaching staff and/or teaching staff

Liaises with other Research / committees under the DGHR and other research bodies (i.e. Research Council of Oman).

Reports to the Supervisor with recommendation on a regular basis

Scope of Activities

Plan the activities of the committee for the preparation and the release of the new issues of the newsletter at the commencement of the academic year

Identify the theme and invite articles from the faculty, staff, students, alumni and DGHRD professionals

Plan, produce and distribute newsletters and disseminate quality information among staff, faculty and students of the Foundation Programme
-
Liaise with the Alumni, other MOH institutes and DGHRD in order to publish their writing in the newsletter

Encourage faculty to participate in scholarly activities such as publishing articles

Encourage students, administrative staff and teachers to communicate their positive and constructive thoughts and experiences about their learning and teaching at the institute

Invite contributions that review and enhance the intellectual atmosphere in the Institute

Approach the potential writers for their write-ups such as students, faculty, staff, DGHRD professionals and alumni

Edit articles for language and formatting according to the established norms and policies

Approve (or reject part or complete) contribution/s for publications in the newsletter if it supports (or contravenes) the established policies of the newsletter

Ensure that the articles are mounted on the newsletter format

Seek the approval of HOED before publishing
-
Decide on the number of printed copies and e-copies for various departments and institutes upon consultation with the HOED and the Director of Administration

The copies of newsletters will be distributed as hard or soft copies to various institutes, the students and staff of the Foundation Programme and other officials as decided by the Committee

Prepare a report of the plan of activities in the beginning of the Academic Year

Review the policies with regards to guidelines for contributions, and publications.

Consider and advise on Institute policies for Risk Management, health, safety, welfare and review their effectiveness.

Integrate institute management through advanced and effective planning for major disruptions of work

Co-ordinate and promote risk management by ensuring that risk processes, including the identification, assessment and management of strategic and operational risks are operated efficiently and effectively

Identify new or emerging risks and ensure that they are being considered by the appropriate committees

Ensure that there is appropriate communication with staff on risk, risk policy and controls

Fire and Safety awareness lectures for the students and the staff, mock drill and fire escape drills to be done once in a while

Request formal inspections of work places as the Committee think appropriate and to receive reports of such inspections

Consider relevant health, safety and welfare matters raised by members of the Committee and the Institute’s community

Promote health and safety fields trip to industrial areas and civil defence offices and giving awareness on emergency procedures
